Note the words “at least”. Three months is the floor of the routine, not a target to stretch. A fresh water tank sits in the dark, unwatched, between cleans: sediment settles on the floor, biofilm develops on the walls, and if the cover or screening is imperfect, dust, insects and worse get in. None of this is visible from the tap until it is very obvious indeed.
This is a different risk from a cooling tower, which answers to the EMSD Code of Practice and runs on its own clock (see how often a cooling tower should be cleaned). Nobody inhales aerosol from a water tank — they drink from it. That makes the acceptance criteria different, and it makes laboratory confirmation after the clean non-negotiable rather than nice to have.
What sets the frequency for your building?
The three-monthly figure is the routine. Beyond it, the right interval depends on the tank, its condition and its environment. Periodic cleaning is normal building maintenance, and the condition found at each clean — how much sediment is on the floor, the state of the covers and screens — tells you whether the routine is holding.
- Roof tanks take the weather directly. Wind can shift covers and access hatches and tear vent and overflow screens, and everything loose on the roof — leaves, dirt, construction dust — can be washed towards the tank.
- Sumps and low-level break tanks face water from below. If the pump room or tank room floods, water can stand above the covers and manholes and work past gaskets that were only designed to keep splashes out.
- Covers, screens, overflows and access are the tank's only protection, and all of it is passive. A tank whose physical condition is inspected at every clean is far less likely to surprise you.

When does a water tank need an extra clean?
Routine cleaning is the baseline. Certain events call for a clean and disinfection regardless of when the last one was:

Who actually makes the decision depends on the building:

- Hotels. A drinking water problem is not a slow financial bleed; it is an acute event, visible and emotive, and in a hotel it arrives with an audience. The remediation is not the expensive part — the trust is.
What does a proper water tank clean include?
A proper clean is a sequence, not a hose-down, and the order matters. This is what fresh water tank cleaning and disinfection involves on site:
- Plan the outage. The tank is out of service while it is cleaned, so the work is scheduled around the building — commonly overnight or at low-demand hours.
- Isolate and drain.
- Physical clean. Sediment and deposit are removed from the tank floor and walls. Disinfecting a dirty tank wastes chemicals: sediment shelters the bacteria you are trying to kill.
- Disinfect and hold. The tank and connected pipework are disinfected at the correct concentration and held for the required contact time. This is the step that gets rushed and should not be.
- Flush and refill.
- Inspect. Covers, screens, overflow and access — the tank's physical condition, recorded while it is open.

Cleaning without confirmation is an assertion; a laboratory result is evidence. The laboratory confirming the water is safe is not the company that cleaned the tank, and the result comes back as a formal dated certificate.
What records should you keep?
A clean that is not documented is hard to defend and easy to forget. For each clean, the file should hold:
- A dated written report of what was found and what was done — including the physical condition of covers, screens, overflow and access.
- The laboratory certificate for the post-clean sample and, where the clean followed suspected contamination, both the before and after results.
- For a post-storm check that found nothing, a dated record of the inspection itself.
