Cooling towers and EMSD compliance

What does cooling tower water treatment involve?

Dosing to control scale and corrosion, biocide dosing to control bacteria including Legionella, regular water testing, and scheduled cleaning and disinfection — with a dated report after every visit.

What are the Legionella rules for cooling towers in Hong Kong?

The EMSD Code of Practice applies. Below 10 cfu/mL counts as “undetected”; at or above 1,000 cfu/mL the EMSD issues a nuisance notice requiring emergency decontamination. Since 2011 the EMSD can sample towers at random.

How often should a cooling tower be cleaned?

The EMSD Code of Practice expects cleaning, desludging and disinfection at least every six months — more often for dusty or high-load sites, and whenever a test result calls for it. We set a schedule that keeps you compliant.

Potable water, testing and flushing

What is potable water disinfection?

Cleaning and disinfecting drinking water tanks and pipes — for new or repaired systems, after contamination, or as routine maintenance — confirmed by laboratory testing.

What is chemical flushing?

Pre-commission cleaning of new chilled or heating pipework to remove scale, debris and biofilm before the system starts, so it runs efficiently and lasts longer.

Do you provide laboratory water testing?

Yes — drinking water, pool water, cooling water and Legionella, with formal reports for your compliance or tender files.

Buying and comparing water treatment

Does a clubhouse or hotel pool in Hong Kong need a licence?

Almost always. Under the Swimming Pools Regulation (Cap. 132CA), a pool the public can access, or that is run by a club, institution or other organisation, must be licensed by FEHD; the only exemption is a pool serving not more than 20 residential units with no public access. Should my pool use chlorine tablets or liquid chlorine?

Slow-dissolve tablets suit smaller pools and manual top-up — they give a steadier residual, but add stabiliser (cyanuric acid) with every dose. Liquid chlorine (sodium hypochlorite) suits dosing systems, indoor and high-turnover pools, but loses strength in storage, so order it to actual usage rather than stockpiling. Never mix the two. Do we need to disinfect our fresh water tank after a typhoon?

Not automatically — inspect first. If the covers, screens and overflows are intact, the pump room stayed dry and the water looks and smells normal, record the inspection and carry on. If there is any sign of ingress — discolouration, odour, sediment, debris or floodwater over the tank — take the tank out of drinking service and test, clean, disinfect and re-test before the water is used again. What should I look for in a cooling tower contractor?

Seven things: work to the EMSD Code of Practice (2023 edition), a dated written report after every visit, laboratory testing with formal certificates, emergency response capability, chemicals matched to your system, safety-trained staff who carry identification, and a willingness to provide references and tender documents. Is water treatment worth the cost?

Usually, but not because of the pipe replacement. Discounted at 8%, a HK$5,000,000 replacement 25 years away is worth about HK$730,000 today. The stronger arguments are the annual energy waste from scale and fouling — 1/32 inch of scale can cut heat exchange effectiveness by over 10% — and the fact that corrosion drags a large capital replacement forward in time, which is expensive in present-value terms.
