Two buildings on the same street can need different chemistry, and the same is true of the whole programme. What is right for your towers depends on your make-up water, the metals in your pipework and heat exchangers, your operating temperatures and your operating pH — so a figure quoted before anyone has looked at the system is a guess dressed up as a price. Drivers 7 and 8 are not optional extras. They are what the EMSD Code of Practice expects of every fresh water cooling tower in Hong Kong, and a quotation that leaves them out has not made the programme cheaper — it has moved the cost to a later invoice.
A treatment programme is a cost, but it sits next to three larger running costs that it controls. Comparing quotations without them is comparing the small number and ignoring the big one.
The counterweight, stated plainly: if a programme raises cycles without an inhibitor programme that can hold the resulting chemistry, none of these savings survive contact with the energy bill.

A low quotation that excludes testing, reporting or cleaning is not the same service at a lower price. It is a smaller service. The saving is usually found in the same five places:
This is not a theoretical risk. In January to June 2026 EMSD's routine surveillance took 348 samples from 219 buildings: 1 was at or above 1,000 cfu/mL and drew a nuisance notice, and 35 sat in the 10–1,000 cfu/mL advisory band — roughly one sample in ten. EMSD's own characterisation of that band is that such cases more often reflect intermittent inadequate vigilance in routine maintenance and water treatment. A cheap programme that fails an EMSD sample is the most expensive option on the table.
The cost drivers cut both ways. A tower serviced more often than its size, duty and risk require, or a programme sold on the promise of 10 cycles — the flattest and riskiest part of the curve — is money spent without a matching reduction in risk. Not every building needs a full-service contractor either. Not on price alone. Line up scope first — visits per year, whether chemicals and laboratory certificates are included, cleaning frequency against the Code's 6-month minimum, reports, emergency call-outs and the exclusions. A quotation that leaves out testing, reporting or cleaning is a smaller service, not a cheaper one, and a programme that fails an EMSD sample is the most expensive option on the table.
Yes, within limits. Blowdown equals evaporation divided by (cycles minus one), so going from 3 to 6 cycles cuts blowdown by 60% and make-up by about 20%, and halving blowdown roughly halves the inhibitor and biocide sent down the drain. The ceiling is set by your make-up water chemistry — often the Code's indicative conductivity criterion of 1,500 µS/cm — and cycles should only be raised alongside an inhibitor programme that can hold the resulting chemistry.
