What does cooling tower water treatment cost in Hong Kong?

There is no list price — but there are nine things that set it, and a quotation you can compare line by line.

There is no list price for cooling tower water treatment in Hong Kong, because the cost is set by the system: the number and size of your towers, their operating hours, your make-up water and the cycles it can hold, the chemistry your water and metals require, how often a technician visits, whether you want live monitoring, the laboratory sampling the EMSD Code of Practice expects, and the cleaning it requires at least every 6 months. Why there is no list price for cooling tower treatment

Two buildings on the same street can need different chemistry, and the same is true of the whole programme. What is right for your towers depends on your make-up water, the metals in your pipework and heat exchangers, your operating temperatures and your operating pH — so a figure quoted before anyone has looked at the system is a guess dressed up as a price. What a facilities manager actually needs before going to tender is not a number but a map: what moves the cost up or down, what a quotation must itemise so that two bids can be compared, and where a cheap bid usually hides its savings. That is what this page covers.

What drives the cost of a cooling tower treatment programme?

Nine things decide the size of a cooling tower maintenance contract. Every one of them is something a surveyor can measure or you can tell us before the visit.

Drivers 7 and 8 are not optional extras. They are what the EMSD Code of Practice expects of every fresh water cooling tower in Hong Kong, and a quotation that leaves them out has not made the programme cheaper — it has moved the cost to a later invoice.

Where the money actually goes: water, chemical and energy

A treatment programme is a cost, but it sits next to three larger running costs that it controls. Comparing quotations without them is comparing the small number and ignoring the big one.

  • Water and sewage. Blowdown equals evaporation divided by (cycles minus one). Going from 3 to 6 cycles cuts blowdown by 60% and total make-up by about 20%, and every cubic metre of blowdown is charged twice — once as water, once as sewage. Many Hong Kong towers sit at 2 or 3 cycles because the conductivity setpoint was never revisited or the bleed valve is passing.   • Chemical. Every cubic metre of blowdown carries inhibitor and biocide down the drain with it. Halving blowdown roughly halves the chemical you throw away to hold the same residual. The ceiling is set by chemistry, not arithmetic: the Code's indicative criteria include conductivity below 1,500 µS/cm and chloride below 200 mg/L.
  • Energy. Just 1/32 of an inch of scale can cut heat-exchange effectiveness by 10% or more, and a quarter inch of limescale can need around 40% more energy. That penalty starts the month the scale forms, not in year 25 — which is why, in the real cost of doing nothing, the energy line usually decides the case rather than the pipe replacement.

The counterweight, stated plainly: if a programme raises cycles without an inhibitor programme that can hold the resulting chemistry, none of these savings survive contact with the energy bill.

What should a cooling tower maintenance contract quotation itemise?

Most quotation comparisons fail because the quotes are not for the same thing. Before you compare the totals, make every bidder put the same scope in writing:

  1. Visits per year — how many, what happens on each, and how long a visit takes.
  2. Chemicals — named products with safety data sheets, and whether they are included in the price or billed on top.
  3. Dosing and control equipment — who supplies, sets up and maintains the pumps and controllers, and whether real-time monitoring is included.
  4. Laboratory tests — how many per year, which parameters (Legionella and heterotrophic colony count at least quarterly), and whether formal certificates are included.
  5. Cleaning, desludging and disinfection — included or not, and at what frequency against the Code's 6-month minimum.
  6. Reports — a dated written report after every visit, or a yearly summary. The Code requires operation and maintenance records to be kept for at least 2 years and produced on request.
  7. Emergency call-outs — covered or charged separately, and what the step-by-step response is after a result at or above 1,000 cfu/mL.
  8. Exclusions — read this section twice. It is where cheap quotes earn their price.

What does a cheap cooling tower treatment quote usually leave out?

A low quotation that excludes testing, reporting or cleaning is not the same service at a lower price. It is a smaller service. The saving is usually found in the same five places:

  • Laboratory testing. "We test on site" as the only answer means test strips, not certificates. Legionella cannot be seen, and only a laboratory result counts as evidence when EMSD asks.
  • Reports. Reports offered "if you need them" are reports you will not have when an inspector asks for the past year's checklists, records and logbook.
  • Cleaning. Dosing alone does not remove sludge and biofilm, and a 6-monthly clean left out of the contract arrives later as a separate invoice — or not at all.
  • Chemicals. Chemicals with no name, no data sheet and no explanation of why they suit your system. A one-size-fits-all drum treats the average building, not yours.
  • The high-result plan. No clear answer on what happens after a high Legionella result. That is when the cost of a thin programme arrives all at once: emergency decontamination, a resample loop you cannot leave until two consecutive clean samples, and — if EMSD's own sample was the one that failed — a nuisance notice under the Public Health and Municipal Services Ordinance and a place on EMSD's published list of buildings.

This is not a theoretical risk. In January to June 2026 EMSD's routine surveillance took 348 samples from 219 buildings: 1 was at or above 1,000 cfu/mL and drew a nuisance notice, and 35 sat in the 10–1,000 cfu/mL advisory band — roughly one sample in ten. EMSD's own characterisation of that band is that such cases more often reflect intermittent inadequate vigilance in routine maintenance and water treatment. A cheap programme that fails an EMSD sample is the most expensive option on the table.

Can you be paying too much? Over-servicing is real too

The cost drivers cut both ways. A tower serviced more often than its size, duty and risk require, or a programme sold on the promise of 10 cycles — the flattest and riskiest part of the curve — is money spent without a matching reduction in risk. Not every building needs a full-service contractor either. If you run a single small standalone system and have in-house staff with the training, time and discipline to dose, test, clean and record on schedule, the Code does not require you to outsource. It requires the work to be done and documented, with records kept for at least 2 years.
